ENTRANCE EXAMS FOR FOREIGN APPLICANTS
If a foreign applicant has not taken the Russian Unified State Examination, is allowed for him/her to pass the entrance exams organized by PNRPU.
The applicants are welcome to submit their admission documents (hard copies) to International Office since July 2020.

Instructions for remote entrance tests in the Russian language, Mathematics and English
CITIZENS OF THE RUSSIAN FEDERATION WITH FOREIGN EDUCATION DOCUMENTS
To apply for PNRPU courses applicants who have Russian passports but foreign education documents have to provide their documents for recognition of foreign education documents. Applicants have to provide their foreign education documents and passports of the Russian Federation to International Relations Office (office 329, main PNRPU building, phone: +7-342-2198-133, e-mail: ums@pstu.ru, intedu@pstu.ru). The procedure takes 3-5 working days on average.
An applicant provides a recognition certificate of foreign educational documents and application documents to the Russian admission office.
FOREIGN APPLICANTS FROM BELARUS, KAZAKHSTAN, KYRGYZSTAN and TADJIKISTAN
BACHELOR: STATE-FINANCING PLACES
1) The application process for state-financing places competition for foreign applicants from the Republic of Belarus, the Republic of Kazakhstan, the Republic of Kyrgyzstan and the Republic of Tadjikistan is exactly the same as for Russian applicants.
According to the Agreement of equal rights for the citizens of the states-participants of the Agreement on integration in economic and humanitarian areas as of March 29, 1996 for admission to educational institutes (confirmed by the Decree of the Russian Federation Government as of June 22, 1999 № 662)).
Russian admission office organizes and realizes admission for bachelor programs (state-funded places). Operational administration of admission is managed by faculties.
Application documents:
- application form
- certificate to apply for a state-financing place (you can get this certificate at PNRPU International Relations Office: office 329, main PNRPU building; office 311 building B);
- identification document(s);
- prior education document;
- recognition certificate of foreign education documents (if you have foreign education documents, please come at PNRPU International Relations Office: office 329, main PNRPU building);
- certificates of applicant`s individual achievements (these certificates will be used as an additional factor in deciding whether to offer you a state-financing place under PNRPU admission rules; providing of these certificates is optional);
- 2 matte photos (3х4 cm);
- medical certificate «0-86 у».
Foreign documents must be translated into Russian and notary certified.
Applicants may provide copies of the application documents.
If an applicant wants to apply for several majors (specialities) and (or) educational programs, an applicant should provide an application form for each chosen major/speciality/educational program. It is forbidden to make any corrections in an application form.

You should send your application documents by a registered letter with delivery notification and with an enclosure list. Admission deadlines of the documents sent by post are no later than the dates defined in the Rules, paragraph 2.7 (http://pstu.ru/title1/abiturient/rules/). You cannot send you application documents by e-mail.
In addition to an application form an applicant should provide copies of identification documents and other documents listed in the Rules, paragraph 2.1 (http://pstu.ru/title1/abiturient/rules/). You can find an application form on PNRPU site (www.pstu.ru), in section «Entrance Rules».

An applicant has to undergo a medical examination and provide a medical certificate or copy of a medical certificate indicating that he/she has undergone medical examination (medical specialists, laboratory assessment and function study). The list of medical specialists, labs and function study is confirmed by the official order of the Russian Federation Ministry of Healthcare and Social Development (you can find the list on PNRPU site in section «Entrance Rules»). A medical certificate is valid if it has been obtained no prior than year ago by the application and entrance testing deadlines (http://pstu.ru/title1/abiturient/rules/).

Admission to bachelor and specialist educational programs is based on the results of EGE (a Russian Unified State Exam – «ЕГЭ»). EGE registration and dates you can find on the EGE official site (www.ege.edu.ru). EGE dates are announced by the Ministry of Education and Science of the Russian Federation.
Special categories of applicants with secondary general education documents: disabled children, disabled persons, foreigners, persons who passed final state exams (general subjects), persons who got secondary general education document within 1 year before application documents submission and entrance testing deadlines (deadlines included) can apply for educational programs on the basis of PNRPU exams results and (or) the EGE results.
Admission for bachelor and specialist educational programs of applicants with secondary general education certificate (basic vocational education included) is based on the results of PNRPU exams.

Admission of foreigners-compatriots
BACHELOR: STATE-FINANCING PLACES: through PNRPU Admission office
PNRPU Admission rules, paragraph 8: 8.4 Foreigners and stateless persons who are compatriots living abroad can get higher education degree on the same terms as citizens of the Russian Federation and apply on the general terms if only they comply with the requirements under article 17 of the Federal law as of May 24, 1999 № 99-FZ «About the State policy of the Russian Federation towards compatriots living abroad». 8.5. Compatriots, who are participants of the State program on assistance of freewill resettlement to the Russian Federation of compatriots living abroad confirmed by the official Russian Federation President Decree as of June 22, 2006 № 637, and their family members can apply for PNRPU education programs on the same terms as citizens of the Russian Federation.
Compatriots are:
- Citizens of the Russian Federation, permanently living abroad;
- Persons and their descendants living outside the Russian Federation territory but relating to the nations historically living on the Russian Federation territory;
- Persons who freely chose Russian culture and rights and whose direct line ascending relatives prior lived on the territory of the Russian Federation (Article 1 of the Federal law «About the State policy of the Russian Federation towards compatriots living abroad» as of May 24, 1999 N 99-FZ). A compatriot fills in an application form providing the data according to the article 17 of the Federal law №99 and provides copies of the documents proving the following: USSR citizenship, citizenship or lack of it at the moment of application – for former USSR citizens; living prior on the territory of the Russian Federation, the Russian Republic, RSFRS, USSR, relevant citizenship in case of departure from these territories and citizenship or lack of it on the moment of application – for emigrants; direct line ascending relationship with relevant persons – for compatriot descendants; living abroad – for all persons listed above.
Documents proving compatriot status:
- Birth certificate of applicant`s parents proving the parents were born on the territory of the Russian State, the Russian Republic, RSFRS, USSR or the Russian Federation.
- Applicant`s birth certificate.
- Documents proving that an applicant and his/her parents live abroad permanently.

FOREIGN APPLICANTS FROM AZERBAIJAN, ARMENIA, BELARUS, KAZAKHSTAN, KYRGYZSTAN, MOLDOVA, TADJIKISTAN, TURKMENISTAN, UZBEKISTAN, UKRAINE
Under article 1 of the Agreement on Cooperation in education signed on May 15, 1992 (Tashkent), CIS countries guarantee for all persons living on CIS territories equal rights to education and its accessibility regardless of nationality and other distinctions. Persons permanently living on the territory of a CIS country with citizenship of another CIS country can get education of all levels, academic degrees and positions under the terms of a country-participant they live in.
Under the Agreement on cooperation in education signed on May 15, 1992 (Tashkent), foreigners can apply for state-funded places along with citizens of the Russian Federation and on the same terms if they can prove the fact they live on the territory of the Russian Federation permanently by a residence permit certificate.

Foreign citizens and stateless persons
Foreigners are: (under PNRPU Admissions Rules, paragraph 8.5)
• natural persons who are not citizens of the Russian Federation and who have foreign citizenship documents (including citizens of former republics of the USSR);
• natural persons who are not citizens of the Russian Federation and who don`t have documents proving foreign state citizenship (stateless persons).
Submission of the documents starts on June 20, 2020
Foreign citizens and stateless persons apply for fee-based places through PNRPU International Relations Office.
1. To apply for bachelor/master/PhD programs (full-time/part-time mode of study) an applicant must provide the following documents to International Relations Office: office 329, main building, office 311 building B of the main building:
1) Foreign education documents (and its notarized translation into Russian);
2) passport (and its notarized translation into Russian)
3) HIV test certificate;
4) medical certificate «0-86у» (you can obtain it at any hospital on a paid basis);

IMPORTANT! If you don`t have a recognition certificate of foreign education documents you can obtain it at PNRPU, you need to come at office 329, main building, with the documents (point 1,2). The procedure takes 3-5 working days.
All foreign documents must be translated into Russian and be notary certified!
2. After submission of all required documents listed above, please fill in a faculty application form: office 329 main building, office 311 building B.
3. Entrance testing:
Valid results of EGE (a Russian Unified State Exam – «ЕГЭ») can be considered as entrance testing for foreign applicants (EGE registration and dates you can find on the EGE official site (www.ege.edu.ru). EGE dates are announced by the Ministry of Education and Science of the Russian Federation each year).
If an applicant doesn’t have EGE results and wants to apply for bachelor/specialist/master/PhD programs, he/she has to pass entrance testing (2 subjects):
- Russian language, foreign language (for the program «Linguistics», Faculty of Humanities);
- Russian language and social studies (for programs «Social science», «Public relations», Faculty of Humanities);
- Russian language, mathematic (for other programs).

Dormitory lodging for students of full-time and part time modes of study starts after August 15 (students must have a HIV test certificate from dermatovenerologist).
Dormitory cost – 680- 1300 Russian rubles in a month (room for 2 persons, enhanced comfort, improved dormitory). Students pay for dormitory in a lump sum for the academic year according to the dormitory contract.

RECOGNITION OF FOREIGN EDUCATION DOCUMENTS AT PNRPU
According to the Russian international obligations and Russian legislation, all education and (or) qualification documents of persons who want to study or work in the Russian Federation (regardless of their nationality) issued in foreign states must be evaluated .
Holders of foreign education documents, regardless of their nationality, should provide following documents:
Education documents with the list of subjects studied and grades received, legalized in accordance with the established procedure, with notary certified translation into Russian.
Copy of national passport with notary certified translation into Russian.

General information
PNRPU offers foreign applicants an opportunity to study Russian and prepare themselves for PNRPU full-time programs at the Foundation Studies.
PNRPU Foundation Studies have been certified by the Russian Ministry of Education and Science. Thus, it welcomes both state-funded (quota) and self-funded applicants and students.
Foundation studies target at preparing foreign nationals to enter PNRPU bachelor, master, specialist and PhD programs. The foundation studies let foreign applicants learn Russian, as well as refresh their knowledge of Mathematic, Physics, IT, Chemistry and other disciplines depending on the profile of their future program.
Foreign nationals may choose one of the profiles at the Foundation studies, such as Engineering, Natural Sciences and Economics.
Period of studies: 1 academic year (from October 1st till July 31st).
Holiday time: 2 weeks in winter and August in summer.
PNRPU Foundation studies provide only a full-time tuition.
Admissions process starts from May 15th every year. An intensive program is an option (in case if students arrive in November, December) starting from a group of 8-10 people.
If you want to join our studies you will need to provide the following list of documents:
Passport and its notarized (certified) translation into Russian.
Diploma (degree/ school certificate) and its notarized (certified) translation into Russian.
HIV medical certificate, medical certificate from dermatologist and venerologist. All these documents have to be translated into Russian. Of course you can make all of them in Perm. Be aware that without them you are not allowed to stay in the dorms.

In the course of studies students undertake to pass interim credits and exams, after the studies they will pass the final exams. After them the students will gain the Certificate of Completion.
Foundation studies employ PNRPU academic and scientific staff to ensure a high level of its graduates' competences and guarantee that they can study at PNRPU or any other Russian university after this program.
Accomodation. PNRPU offers dormitories for all the students; they are located on “PNRPU Pine Forest Campus”. There is regular a shuttle bus Nr. 41 (PNRPU Main building- “Pine Forest Campus”). A one-way bus ticket is 26 rubles.
The accommodation on campus is app. 1000-1500 rubles a month per person.
An average student spends app. 10 000 rubles on meals per month.
Visa and Police Registration
If you have any questions related to invitations, visa, registration etc., you can address Office 311, Building B.
After arrival to Perm any student/applicant must get the Police (migration) registration and make his visa prolongation. In order to do it each student/applicant must come to Office 311, Building B on the first working day after the arrival. For visa prolongation every one must pay the state tax amounting to 1600 rubles.
